লাদাখে হিংসাত্নক ঘটনার নেপথ্যে ষড়যন্ত্র রয়েছে বলে মনে করছেন উপ-রাজ্যপাল কবিন্দর গুপ্তা। শুক্রবার তিনি বলেছেন, "লাদাখে যা হয়েছে, তা খুবই দুর্ভাগ্যজনক। বিক্ষুব্ধ জনতার পিছনে একটি বিশাল ষড়যন্ত্র ছিল, যাদের মধ্যে অনেকেই বাইরে থেকে এসেছিল, যেমনটি আমরা লক্ষ্য করেছি। শান্তিপূর্ণ এলাকা লাদাখে আমরা চাই না এই ধরনের পরিস্থিতি তৈরি হোক। কিছু মানুষ সিআরপিএফ এবং পুলিশের গাড়ি পোড়ানোর চেষ্টা করেছিল।"

কবিন্দর গুপ্তা আরও বলেছেন, "এটিকে বিপ্লব বলা যাবে না, বরং ষড়যন্ত্র বলা যেতে পারে। লাদাখ এখনও শান্তিপূর্ণ, কিন্তু যারা পরিবেশকে বিঘ্নিত করতে চায় আমরা তাদের তা করতে দেব না। এখানে ১৬৩ ধারা জারি করা হয়েছে।"
