১৯৮০-এর শেষ দিকে, বিচ্ছিন্নতাবাদী জঙ্গিদের হুমকির মুখে জম্মু ও কাশ্মীর ছেড়ে পালাতে বাধ্য হয়েছিলেন হাজার হাজার কাশ্মীরি পন্ডিত পরিবার। ২০১০ সালে তাদের উপত্যকায় পুনর্বাসন দেওয়ার লক্ষ্যে, কেন্দ্রীয় সরকারের পক্ষ থেকে এক বিশেষ কর্মসংস্থান প্যাকেজ তৈরি করা হয়েছিল। প্রায় ৫০০০ কাশ্মীরি পন্ডিত এই প্যাকেজের মাধ্যমে সরকারি চাকরি নিয়ে ফিরে এসেছিলেন উপত্যকায়। কিন্তু, গত কয়েক মাস ধরে বারংবার জঙ্গিরা নিশানা করেছে উপত্যকায় কর্মরত পরিযায়ী শ্রমিক ও কাশ্মীরি সংখ্যালঘু পন্ডিত সম্প্রদায়কে।তাই নিজেদের নিরাপত্তায় আবারো পথে নামল কাশ্মীরি পন্ডিতরা।
